Yes, the spring part does. If you have the aluminum hood, you will need to get the hinge springs as well, but they are a separate bolt on part of the hinge. They have lower tension so that you do not bend the hood when you shut it.
I was thinking about maybe just heating up the spring with a torch to unwind the spring rate, i have looked on ebay and car-part.com and no luck finding the correct hinges for the aluminum hood...
I tend to think that will not work. It may just make a big mess. If you like to fabricate things, you could try the gas struts from a 1982-84 Z-28 with the factory fiberglass hood. They have lower pressure than the struts for a steel hood, and may provide a solution.
