My horn making a lil tap noise when I put the wire to something metal

have you tested the horns so you know they work?. If a relay is burnt then there would be no noise from the horns by grounding the wire

I got the horn about a year a two
Do they really go bad that quick

They can get stuck if not used for a while

Yeah I looks like that horn was bad
But once Install the new one it wouldn't turn off would this cause the problem if the metal spring it touching this adapter peice

on the 1978 Regal/Century the relay is located to the left of the radio in front of the ac vacuum valve.. I will upload pictures later.

First one is looking at it from where the radio sits. Took radio out for photo. Second is from looking from under steering wheel towards passenger side. Third is actual location of relay.
