Phosphoric acid will also remove rust. For tough spots you could spray it and then wrap it in plastic to keep it from drying out, the longer the acid is on there the more rust it will remove. Plastic wrap would work. Do NOT do this in an enclosed area, fumes are bad for you.

I degreased mine,wire brushed it and did the scotch brite pads but could not get that factory grease coating off the frame. That's why I ended up blasting the frame.
