how could i remove rust in closed areas (frame)

hello,
this piece the jounce bars(i think they are called) mount to the cross member is closed in, and its eating away at me. I'm not sure how I'm going to clean and paint it. I'm hoping some one has a tip on how i can get this done with out submerging the frame.

Or if you're really anal about it, you can cut it off, clean it up, and then reweld it back in place.
 
not to be cynical but im not sure how the eastwood products would work, if you can get to the area to prep it wouldn't the coat stick to rust scale and chip right off?

Some of their product like rust encapsulator paint over rust to neutralize and coat the rust to prevent it from spreading. The rust converter turns the rust into a paintable surface.

If you want to remove rust completely you will have to sandblast it. I used the eastwood rust encapsulator on surface rusted metals and it went on very good.

It all depends on your availability of tools and your budget.
