I have a 1984 grand Prix that I want to make into a widebody,I want to get wheels that stick out but Will a 15x10 negative 44 or negative 39 Offset wheel fit my car without rubbing? /my car is not c notch'd I also want to get a 255/60R15 102V Tire

How are you going about making it a wide body with some custom wheel flares or actual metal work?
Negative offset is going to push the wheel way out.
Also the 255/60R15 is not recommended for rims over 9" wide.

Negative offset is going to push the wheel way out leaving you with about 2.5" backspace.

Im going to make custom fender flares
The with doesnt really matter im okay with anything over 8" width but i just want them to stick out idealy with anything that will allow me to get negative 39 or 44 offset but i dont know what that would be without it rubbing

Interested to see what you come up with, I liked the widebody Regal that was floating around Facebook a few years ago. My preference is to go bigger than 15" wheels which would also probably give you more options in wheels

15x10 w/-44 offset = 3.75"BS. Def going to stick out beyond the original body opening edge.
15x10 w/-30 offset = ~4.25BS. That combo would be ~.500" closer to the frame vs. the -44 offset combo.

For what it is worth I have a 79 Monte Carlo with 15 x 8.5 American Racing Torq Thrust wheels, 3.81 inch back space -24.00mm offset. Plenty of frame clearance but just rubs the fender lip on the drivers side only. This with a 255/60r/15 rear tire. While the 255 is wide in appearance with this stock fender set up, you may need to look more to like a 295/50r/15 and a 10 + wide wheel to fill out a wide body look.
Below is my 79 on the 255/60's and the 8.5 wide wheel.
