It won't be permanent unless you put the metal retainer/splash guard back on. I have a few antenna masts ground to a point for piercing firewall grommets and fishing wires; they'll go right through RTV.

Duct Seal Putty.
Its the clay-like stuff they use at your electrical meter box fittings and sometimes around the wires at the hole going into the house.
Just google it, you will know it when you see it.

I just did this on my car. I bought a rubber beaker stopper that was just bigger than the hole from Amazon. I cut off the bottom half of the stopper, cut a small groove around the top about 1/8 " down, then pushed it into the hole untill it snapped into that groove. Got an old phillips screw driver red hot and burned a few holes through the center to run a few power wires for the amps in the trunk through. Pushed it in and it holds tight.
3M 08578 strip ribbon caulk works well. Install a thick style grommet first then pack some 08578 into the grommet after wires are run. It never gets brittle and is not super sticky. Can be removed easily. you can push additional wires thru it. There may be a strip caulk available thats cheaper than the 3M stuff. Look around online.
I have been using Duct Seal for these kind of things on my cars for many years, and it is also just handy to have on hand for around the house and with a temperature range from -20 to 350 F it works for many applications.

If you are looking for a really cheap and easy way to do it that can still look like it's supposed to be set up that way, try taking a piece of 5/8" heater hose and use a razor blade to slice it lengthwise, then push the sliced side over the perimeter of the hole you have in the firewall once you are happy with the appearance just use some clear silicone to run a bead around it under the hood and another on the inside of the car. Then if it needs to come apart it's easy and can be redone quickly
I'll be working on this this weekend and I think I'll head to home depot to get the Duck seal since it is cheaper than the 3m and will do the job.....thanks to everyone for the suggestions on how to plug my hole......
