Is Windshield Primer Necessary?

You mean the primer for the urethane? Yes, its necessary if you want a good bond. The urethane should be sold a system with a primer, kinda like PVC cement. They do make primerless urethanes but they aren't as good as one that uses a primer.

Unless you're going over a paint or bare metal you don't need primer. You can put new urethane on top of the old cut urethane

it's not designed to go over a large area of bare steel.any spot on the glass where the blackout is damaged or there isn't any at all.small scratches on the pinch welds and the like yes.
