Take off your pants and jacket. I'd send it on Corporate Blue.
The General wasn't mixing special colors for jacks. If anything, it's some leftover color from something obscure that they finished the jug on. Good luck figuring that one out.

I know this was awnswered but I took a picture of the original jack in a '79 Malibu tonight at a cruise I heard of last minute today.

Space saver tire and inflator canister. Nice!
 
Tire inflator canisters are hard to come by, I have one I keep in my wagon.
 
I have a qt of the blue, I took my Jack to a auto paint shop and had it made, it’s enamel, you can reduce it and shoot it in a prevale sprayer too. Stop by, I’ll give you some. It wasn’t Corp blue.
you just wrap the bar on the Jack in alum foil, then spray. Most were cad plated.
the air canister is a blue you can buy from duplicolor. I have that as well. Pre 78 canisters were red.

Here’s the Jack paint, and the blue for the canister is rite on.
the canister should have a blue cap on the top too. The canisters also call out for what tire their for on the label, and their date code stamped too.
