You didn't say what year it was, but is that an '81?? Reason I ask is that it's 2-tone brown, and when the "new" A-body style came out in '81, I saw 14 million (exaggerate to clarify) 2-tone Cutlasses appear.

Regardless, it's a great body style and it appears you have a great foundation for your hot rod.

I was happy to find a decent one with no vinyl on the roof or holes in the frame

Be thankful it is a 82, most of the 81's got the 267. Is it a 3 spd auto? Nice looking paint condition and no vinyl as said is huge.

Yes I had a lemans with the 267 what a boat anchor , I was afraid to pull into traffic with that one
It’s a 3 spd auto not sure if it’s a th350 or not
The paint is badly faded on top but fair on the sides
 
Look for the dreaded Metric square pan. It could be a TH250C as well, not quite as bad.
