key wont turn to acc position

i put a tilt column in my 84 non ss monte from a 87 ss.
all went well but now that its in the key will not turn back to the acc position.
I didn't try it before I installed it so I cant say this just happened and ive had this column from a car we stripped a while back.
I took the ignition switch completely off to see if there was a bind or bad adjustment but even with the rod hanging free it still wont go back to acc.
any ideas?

it could be the key cylinder is worn, pull the cylinder out and get something to push the rack into the accessory position. If it won't go into accessory it's either the linkage or the ignition switch
