Cant seem to remove my lifter from my 305 any suggestion would be appreciated
 
Tried that they seem to stop moving around halfway
 
Sometimes a small ridge will wear into the bore and keep them from coming out. I believe they make a lifter puller just for this purpose. It gets a really good grip on them so you can use more force to pull them out.

Sometimes you can spray carb cleaner around the perimeter of the lifter bore to dissolve the carbon that builds up on the bottom side of the lifter.
 
I've managed to get most of them with some needle nose pliers. In some worse cases, and on engines that were being completely torn down, I've got the offending lifters stuck in the raised position, then pulled the cam and smacked them out from the bottom.
 
In severe cases usually on high mileage, not well maintained engines I have seen the lifters mushroom on the bottom and they can not be removed through the top of the lifter bore only from below, hopefully it is just residue built up on the lower portion of your lifters. So as suggested try some carb cleaner.
