Low beam headlight issue

Having issues with my low beam headlights on my 80 cutlass supreme. when i turn on the lights none of the four sealed beam headlights work, but when high beams are engaged all four light up. so with that it seems the low beam lights are good if they come on when high beams are engaged. Any questions or suggestions would be great. I'm not much of a electrical kind of guy. Need help!

low beam head lights have two elements in them, one for low beam and one for high. Thats why there are 3 prongs on them and only two on the high beam bulbs. I would test the plug with a test light to make sure they are getting voltage on low....then test the bulb with a 12 volt source.
