Metal plate in front of radiator

My Elky has a metal plate between the frontend grill and the radiator support which would appear to block some if not all airflow through the radiator. With the vehicle getting modded before I bought it I am not sure what this is there for. Is this normal? Any ideas of its function?

I managed to crawl under the frontend far enough to get a better look...and...it doesn't go up as far as I thought it did. I can't open the hood right now because the bolt securing the lower part of the hood hinge managed to snap in half. With the wind gusting around here and noone to hold the hood secure while I try to get it out I might be a while getting that back in service.
