I have a 1986 Monte carlo, 4.3 auto. My lights dont work unless the key is turned forward. None of my lights work without the key in and turned, not even the courtesy lights. Cig lighter doesnt work with car off either. I replaced the switch and checked all the fuses, they were good. Any help is much appreciated.
 
you'll need to get out your circuit tester and check to find the problem with the unswitched 12 volts lines

Greetings

Did you check the wiring harness coming from the engine. Below the brake booster and main cylinder, there is a small box which receives the wires from the engine and communicates to the fuse box below the pedals. Check for cutted wires or loose earthing points.
