i have a 350 thats been sittin on the ground for about a year....an its time for me to install it...so my question is wat can i do to clean the motor out with out tearin it down...an how can i check that its not frozen up or anything....it did run before i pulled it...i took the intake off an i see that ther is some rust in the port holes...

I would tear it down at least to put new gaskets in it.

i was.... i just didnt want to go thru the process of tearin down the heads

If the valves and valve seats have surface rust on them I would pull the heads and have them reworked, otherwise should be no need to pull the head apart unless you want to put valve seals in.

how can i check the valves to make sure they dont have surface rust

honestly i wouldn't worry about the valves unless the rust is on the stem--that could destroy the guides/seals.
to me the real problem is if water got into the cylinders. the rust can kill the rings, leading to compression loss and major blow-by.
how was it stored? was it wrapped up, or just thrown out there. also, what's your environment like? rain, humidity, dust?

yeah it was coverd up the hole time...i didnt let an water down ther...an i stay in st.louis... so yes we get it all...an thats the thing cause i know if any water got down into the blck i'm dne...an i wantd to check that before i threw it in the car..

in that case, pull the plugs and spray PB blaster in the cylinders and since the intake is off spray the rockers and valves. let it sit overnight. then respray it and rotate it by hand.
also, drain the oil and inspect it for water. if there's only a little water you're good.
after you install the motor, repeat the PB blaster and rotate with the starter--this will also get your oil pressure up. after you get it running, do a quick break in--vary the engine speed from 1k-3k for about 10-20min, then change the oil and filter. this should clear out any rust and water.

wats pb blaster

it's a spray lubricant that's good at getting rid of rust. you can buy it at any parts store, home depot, lowes.
