It seems that the transmission is just not shifting from second to third because something may be sticking in the internal controls which are accessible by removing the pan. Unfortunately, if you've never been into an automatic transmission before, this isn't something you want to tackle. I would suggest getting references for a reputable transmission shop to take a look at it.

Since it backs up and has first and second, the band and all the clutch packs are functioning so it doesn't sound like you need a complete overhaul but having someone who knows their stuff assess the situation is probably best at this point.
 
Where are you located, someone here could suggest a good, trustworthy transmission guy here for you. I have no experience with the 200 and had nothing to contribute, sorry.

I'm located in the Nashville Tn area. Just hard to find someone to trust they are telling you right!
 
Another question, sorry I'm not savvy with transmission. TH200---3 spped or 4?? Also if I was going to drop my pan n change filter and fluid would you think it would be a good idea to replace the TCC Selanoid?
 
The TH200 transmission is a 3 speed. There were some variants of the TH200 that had a lockup torque converter, this is known as the TH200C. The 'C' means it has lockup.

I don't think the TCC solenoid can be changed by just removing the pan. I think it is somewhere in the front pump, which means you would have to pull the transmission to change it. I'm not 100% sure of this, but it's what I've read.
 
check your vacuum hose going to the vacuum modulator on the transmission for vacuum leaks, also check your fluid level if you haven't done so already. the th200 is probably one of the weakest transmission ever made, so if you are having those issues you may want to source a th350, you can find them pretty damn cheap and if im not mistaken they bolt right up with no mods needed.
 
So you took your car to a mechanic with this problem and he said everythings fine? Seriously? I believe there's a law that states you can punch somebody that stupid square in the face. Well there should be a law like that at least...

Comments/amswers to some posts;

A really bad vacuum leak isn't going to cause this issue.

A th200 is a 3 speed.

The TCC is not in the front pump. It's easily accessible by removing the pan.

A th200 does not have a vacuum modulator.

One question not asked ( unless I missed it ); is your TV cable properly adjusted? The question you will now ask is 'how do I adjust it' which I will reply; do a search or just google it since it's been discussed numerous times and all of your questions will be answered. It's very easy and there's a chance that may be all that's needed to fix your problem.
