Start from the round vacuum booster, to the engine. then from the V booster to the firewall leading to the inside controls. Carefully run your hands on them to feel for brittleness. if the plastic ones start breaking to the touch then it most likely broke elsewhere along that line. the rubber ones should feel, well rubbery. not too hard or too soft.
when i did have heat in my car i was stumped for a long time on why the hell that thing wasnt workin. I put in a new heater core with new hoses and all sorts of junk and it turned out to be one stupid vacuum line not pluged in. Hope my rant helps probly not. The only advice i can give is if your checking vacuum lines on that thing be carefull cuz if there brittle enough and you break one your probly gonna have a hell of a time finding where it went.
And if everything checks out id go ahead and flush the heater core anyway just for fun. The cleaner they work the longer they last and changing them is no fun
