New Body Mounts - When to Torque

Right now the car is still on blocks. Would it be best to do the final bolt torquing with all 4 wheels on level ground? The reason for asking is that I feel the frame is a little off kilter due to the garage floor being uneven.

I think I would torque them with the weight of the car on the suspension, either on the floor, stands or ramps. Let the suspension absorb the unevenness of the floor. Lets see what the others say.
 
Yeah on frame machines they take the weight off the suspension
 
I torqued mine while the body sat on jack stands and pulled the frame up with the bolts. That way there I could make any adjustments needed to keep the frame centered on the body. I had boxed my frame and improved the factory welds so the frame was nice and stiff
