So, you're basically looking for something in preferably stock form with all the California emissions equipment? I was under the impression that after a certain year cutoff, some cars are exempt from the smog laws.
Or something that isn't all tore up with out the smog pieces. Yes any thing 1975 and older is the cut of year. I sold my chevy 1/2 ton because it wouldn't pass the inspection part. It had all of the smog stuff on it but it didnt come from factory with a cat so they wanted me to still cat and then they said it didn't need one. to much of hasle just sold it and know looking for car.
 
Wow! That kind of makes it rather difficult to be in compliance. Hypothetically, what if you found a car from another state, let's say, that never had Calif. emissions equipment, could it still pass inspection if it was able to pass the sniffer test?
 
Thirty years ago when I was a at UConn, I wanted to do a motor swap to upgrade the 267 in a 1980 Malibu. Connecticut had tight rules - same cubic inches, same model year, so I abandoned the project.. 1980 was a transition year - if it had been a 1979, the emission people said I could use a 1975-1979 motor; 1981 and later could use anything later. Some unfortunate rules. And I did not qualify for an antique plate in those days...

Most all car have a 48 state emission equipment of some kind, it depends on where the car was made to what state. So if I found a car from Texas it would have to have all of Texas emission on it and pass tail pipe sniffer to registered here.
