Yep it is. It needs rear rails, a rear bumper and a few other little things to safety, but the paint and body are in great shape for a 30 year old car.

First of all welcome to the site.
I just pulled an Olds motor and put in a chevy. I had to use different motor mounts and the chevy sits back quite a bit further than the olds did but it looks pretty good. A heads up if the Buick parts are anything like the Olds then nothing will bolt up or work with a chevy block if you were planning on reusing parts.
A good trans would be a 350 turbo. good trans and fairly cheap to buy or build.
