ODB question from a noob

If I have a really small useless laptop but it runs win7 on a 13'' screen can I somehow make a cord and run a program to scan ODB w/ said really crappy laptop?

They have software and hardware that allows you to scan obd2 from a smartphone. So i dont see why a computer wouldnt have the same. Ive never got to experiment with it though due to the fact well the newest car ive ever had was 94 and its all obd1

If you are talking OBD1, you can use an ALDL cable and WINALDL or TunerproRT.

I run vag-com for my audi/vw on my crappie vista computer. Also ran powertuner for gm 3800 on an even older comp back 10 years ago

I have never used one, but found these. There are code reader programs on there as well.
