The 7 am time makes sense, the 10 pm should be 9 pm in summer and maybe 7 pm in winter. Our little city has a ton of park and school zones too.
 
I've seen some pretty amazing license plate 'protective covers' used in Albuquerque when they had the cameras. When the city figured out that the red-light contractor was ripping them off AND drivers were suing the city, away went the cameras. Lots of amusing footage of cameras being spray-bombed on You-tube...
 
Radar and red light tickets don't go against the driver, the owner of the car gets the ticket. There is also no points associated with the tickets so if the driver/owner has enough disposable earnings then the tickets have no effect except to increase the government's coffers. Also when the red light cameras have an effect and fewer tickets are issued they take to the red light camera to another intersection where they have already calculated high earnings. The red light cameras have little to do with safety and is merely a byproduct of the real intent to grab as much money as the government can.

I see it less as a cash grab and more as a waste of money......for me, when I know of or see radar, cameras, whatever....it reminds me to check my speed and slow down if needed.....paying for the technology is kinda dumb when a marked cruiser with a dummy in it will have effect enough to slow 98% of traffic.
As for those who still speed excessively or run lights, well you can't fix stupid....so we should all drive defensively

ha a funny story we had a out of town driver set off a red light camera he got so pissed off that he shot the camera got caught went to jail and the kicker is that out of town plates do not get sent the tickets so he shot the camera for no reason he would not have received the ticket
 
you can always put a bike rack with a bike and that will block the photo of your license....
 
I was sitting in detention when the Mets won the '69 World Series. The principal put the end of the game on the intercom for us. Yeah, I'm older than dirt. But in NYC we have had red light cameras forever. Now there are school zone cameras. We take it as a fact of life because they are all based on the traffic laws that you are supposed to obey. Red means STOP! If you can't do that, why are you driving? The speed limit in NYC is 25mph and they spot you another 5mph before the camera gets you. So how fast were you going through that school zone?!? On Long Island they are screaming bloody murder over red light cameras being a "cash grab". But STOP means STOP in any language. What is going on here is all of NY State except NYC has a right-on-red law. But that is only after a complete stop. The rest of the state is fine with that. But Long Islanders like to just slide right on through without stopping and then they get ticketed. How is that a cash grab? JUST STOP! Plus, the cameras are in plain sight usually with a sign warning you so you know where they are. Are you that stupid? I guess so because they are taking in millions of dollars in fines.

I know that it sounds unfair, and it does sound like a cash grab (probably is), but if you drive anywhere in and around Toronto, you can understand just how brutal the traffic can be, and just how many crazy drivers that there are out there. If it means that people will slow down a bit, and respect the laws, then maybe its not such a bad thing, especially if it saves lives or injuries. Its been a bad year in Toronto for that this year.
