Parking light and side marker issue

i still think your turn signal flasher has failed. you stated the hazards work properly. the hazards use the same bulbs and grounds as the turn signals. try swapping the hazard flasher in place of the turn signal flasher. if turn signals work after that, your turn signal flasher is faulty and needs to be replaced.

I just put in a turn signal flasher and as far as hazard flasher never had one that's the one thag goes on bottom right correct?

i guessing you have an 86 cutlass. my newest service manual is 85. in 85, the upper left corner of the fuse block holds the hazard flasher. your turn signal flasher is located in the convenience center on the back side of the instrument panel, left side of steering column.
the bottom right corner of the fuse block is supposed to be empty.
