Proper Procedure for Finding a Short?

Another option is :

1) After locating the bad circuit
2) Wire in an old head light bulb into the fuse location of the suspect circuit
3) Once wired in , move or shake the harness every couple of inches or so until the light comes on.

By wiring the headlight bulb in , it will only come on for a brief moment when the circuit shorts. This will save you from replacing the fuse, while you look for the short.

Once you located the short, make the appropriate repair
 
Seat belt buzzer? Did cutting this out stop the fuse popping?

Headlights on / keys in buzzer. And so far so good! I didn't actually have to cut it out, when I went to cap off the wires that were left I noticed that the grey wire plugged in to the fuse panel, and the green and orange wires were plugged into something behind the brake release lever. Could have just unplugged it lol.
