Pulse wiper question

I own an 83 Malibu that seems to have something wrong with the pulse wipers or perhaps it is normal for these cars. When the pulse wiper is turned on, the wipers don't seem to go down as far as when it is in regular wiper mode. The wiper seems to only go 3/4 of the way down. Is there a fix for this problem?

My wipers in my 85 monte do that too except I don't have pulse wipers. I am going to go out on a limb and assume that it has something to do with old linkages and/or just old motor parts. However, this is just my personal opinion.
