A carb never really sits level on an engine.
The fuel will be higher near the back of the bowl. Try lowering the float travel some.

the level of the float is 15/32" so it is not going any lower than that and the float level is not the problem.
 
A-HA! Brass float! I hate the plastic ones as they can be defective and you will never know. If you puncture the membrane and find fuel inside then you know. But puncturing the membrane ruins it anyway. A brass float can be easily tested just by looking at it. If there is a hole it can be repaired with a soldering iron. Years ago I ordered a half-dozen each for the three basic types of Q-jet floats and every one I used is still in service with no leaks. The only other factor I can think of is an alcohol resistant needle tip and pump skirt.
 
one otjher thing I like about the brass float is it's smaller than the plastic floats so you can get more fuel in the bowl
 
I tried the carb out today and the flooding is gone, thinking it was the float since the needle looked perfect even un a magnifying glass. I didn't get to try out the carb too much since I had to grab my Jeep so I can get new winters put on it tomorrow. Plus my nite was taken up with bringing my two grandkids for dinner and then to the arena cause the older one had a hockey game......🙂
