Nope, it's aluminum. Look at the edges as they should be crimped together. The black foam is there to keep the inner and outer pieces from rattling against each other. Mine has that too.
Ok you were right on there, its weird because it is kind of fibrous material.
Oh as for telling how you have one a magnet always works. I believe it was only diesels that came with them from the factory, though could be swapped of course.
