Tank decoration/decals and shift says Harley, circa 34-35. The engine is probably a VL mill. They were the predecessor/generation prior to the Knuckle, the Big Inch Flatties, and the WL shown in the lower picture. if you eyeball the head design on each bike closely, you can see they do resemble each other but the outer primary covers are completely different physically. The other point is that the upper mill runs what looks to be an Edison-Splittsdorf type of magneto and you can see the spark plug leads leaving the cap, where the military 45 would likely have the Model 32E, 3 brush 6V gennie or something related to that version which did not directly provide spark but instead fed a battery/divorced coil/ timer system. Whatever the Knuck and the UL's ran for a gennie, pretty much so did the WL.

Faired over fenders, mail slot window covers and a vintage style locomotive cow catcher, laid low enough to have the frame on the ground. Either some kind of industrial art or maybe a life size calling card for a customizing business. Whowever created and constructed it did an real nice job on the fenders. You can't see where the original metal leaves off and where the skirt.insert has been seamed into place and metal finished. VERY NICE.
