rear bumper shocks

For Christmas I got a rear bumper for my El Camino. It is the one without the pad holes. Anyway when I was younger I backed into a wall slightly. So the rear bumpers shocks are pushed in a little. So what is the best way to pull them out.

I hooked a chain to my lawn tractor and the bumper and they pulled right out. It doesn't take much for them to pop back.
