Removing dents

Well if you had a stinger you could work it out, but there $500 an up.
When you look at the damage you have to remove it in the reverse that it was made, working from the outside to the deepest point.
Even taking the fender off won't really help.
Paint less dent people won't really work it out without re-paint as there is a firm crease in it, which means metal has been stretched.

You would be surprised what a good pdr guy can get out watch some of those videos. My buddy Mike dose it here in Jersey he is called ding king I have seen him fix panels that I would have cut off it's truly amazing
 
Everything is an art an not every pdr has it , for every 1 that's great there is 25 that are ok .
It is possible to fix without killing the paint but cost is going to be high as its going to take 4 or 5 hrs.
Also it looks to me that the paint is cracked in the center but l could be wrong.
