I have a spare header panel for my car. It has some pock marks and rock chips and a few hairline cracks. How do I go about fixing them correctly? Never worked with fiberglass, or whatever the hell it's made of. Seems like paper mache sometimes.

Fiber-reinforced filler...duraglass, dynaglass, fiberall, etc.

What about the cracks? Or will the fiberglass in the filler bind it together as well as fill? I assume I'd have to bevel the cracks and whatnot.

I vote clean it up good, eliminate contaminants, feather sand the paint away near the damage, and use an epoxy filler.

If it's good enough for a runabout boat it good enough for the front of a buick.

Google 'epoxy filler for boat hull' and read a little about it, see what you think.

If the cracks are through, v it out on both sides and use SMC panel adhesive, then finish with the above fiber filler

SMC adhesive is stout enough to hold the mounting strips to the inside of a dually fender, and the panels of a Corvette in place, it should be fine on your header panel, especially since they're SMC to begin with.
