Well if you are starting with nothing then I would go with a big block, it will cost more to build but it will have power that is always there and if you run nitrous and you buy everything new you have the cost of the system, purge set up,window switch, bottle heater, nitrous pressure gauge and then you have all the hi tech add ons like progressive controllers etc.
So when you look at a nitrous kit for say $600 plan on spending double that or more to run it safely and consistently, plus the bottle comes empty.

well i have a 4 bolt 350 right now, ive heard the sniper kit for like 400 is a good kit to start with

Since you already have a small block I would build it into a 383 with forged intermals and set it up for the nitrous.
If you are just building a fun street car that will occasionally go to the track then I suppose Sniper system will be fine'
but if you get serious about going fast that kit only has a 100-150 horse setting the higher priced kits allow for more
adjustabilty and have bigger, better and higher flowing solenoids so you get what you pay for.
Also make sure you have a place that can fill your bottle.

I though the answer lies in how many times you have to refill that bottle.
