pull the sparkplugs put a fresh battery in check the oil see if it will crank over. it might just be a bad starter. i bought a 76 cutlass for 100 bucks that supposedly had a stuck engine and all it was was a bad starter. put a socket on the crank bolt with the plugs out.and crank away it could be a bad timing chain.

Just a feeler for whether to even buy it. If he didn't then he made then right decision.
