This is why you need to read the Chassis Service Manual. G-body cars DO NOT HAVE an electric neutral safety switch. They have a mechanical blocking linkage in the column that prevents the lock cylinder from rotating to the START position if the column is not in the neutral or park position. There is a switch on the base of the column that looks like an neutral safety switch, but it is not wired to the starter circuit. This switch is the backup light and park/neutral switch. The park/neutral function tells the ECU when the car is in park or neutral for idle control purposes, but again, it has nothing to do with the starter.
