Steering Wheel Horn

My cars finally painted. Last few weeks I've been in the process of pulling things out of boxes in order to put on the car now. So I've gotten around to installing my Budnik steering wheel. This morning i pulled the old wood wheel and the 3 screw adapter that it was bolted to. I got down to the column it self and was looking at how I'm going to run/connect a wire to my horns. And I was left scratching my head wondering is the horn lead supposed to be like this or is it broken(pics below)? Is the lead on the column grounding the horn or is there a +12v signal?

My other issue. Assuming the horn is grounded to the column here's my other Issue. My horn is going to be a train horn so not thinking i ran the +12v switch to the solenoids up to the column. I've been think about this for a few days and wondered since the column is ground what if i put a relay in the mix before the column and grounded the relay to the horn button and ran the positive solenoid switch to the relay? Then the solenoid would only be activated when i hit(ground) the horn button, right?

Thanks TC! So what connects behind it? Or does it simply ground itself? And would i need a new plunger, spring, etc?
 
Picked up the cancel cam this morning $5 @ Napa. I just ordered the Billet Specialties RP2510 - Billet Specialities Horn Wire $9 w/ shipping(jegs). So the part will be here friday.

Anyone wanna try a shot at the relay/train horn wiring? I"m almost positive it'll work, but there's still that ounce of doubt.

Trying to get the car out the shop to enter in a show saturday(fingers crossed).

it just grounds itself, for the plunger and spring it depends on the wheel what style you need
