That flat plug with the hole in it is for the cruise control not the wiper.
My bad. Indeed that is the cruise plug. This is the wiper harness:

The switch in the column that is NON-pulse (without CD4) and tilt wheel without console that your car came with is GM p/n 7843684. The delay pulse tilt switch (with CD4) is GM p/n 7843683.

The 683 switch...(delay). Note, the wires match up with the harness whichever switch you have.

Ok, went and dug out a 456 (delay) and 457 (non-delay) lever.
