Are the mounting stud plates still in place?
If they are, break the little clip off and slide the plates out the holes for the parking lites.
The bumper should be able to go straight up and into place then.
Then you can slip the plates back in and bolt it together.

Just noticed there's no mention of whether it's the front or rear...
The way I mentioned will work for the front, but the rear is a bit trickier...
