torque suspension bolts

Does the body have to be on the chassis to tighten the bolts to spec or can I do it as a rolling chassis without the body
 
if you are talking about stock bushings the bolts should be torqued when the car is at ride height so the body and drive line should be in place.
 
you can just snug them up for now. You wouldn't cause any problem even if you torqued them now and loosened them up and re torque them at a later date but that would be a waste of time
