You need the correct geometry for the TV cable at your carb. Get the correct bracket so as to not destroy the transmission. As mentioned by others, the TV adjustment has NOTHING to do with shift points. Even though moving it around can change the feel of shifts, it needs to be set correctly inorder to develop the proper amount of line pressure for throttle position. In a nutshell, it applies more hydraulic pressure to the clutches and TC to keep the clutches from slipping based on engine load caused by throttle position.
The issue you are describing is a problem with the governor. You have either a stock governor from a grocery getter transmission or a spring has fallen out of yours. The fix is one of the easiest repairs on a 200 or 700 series trans that is done inside the pan. Each governor is 'tuned' by the factory for the application for WOT shifts, and many aftermarket suppliers will build (tune) a governor depending on your needs.
