transmission problem will i have to rebuild it?

So i was driving to school today, put my car in drive, and left. i was driving up the road and i noticed that i was going around 30-35mph and i was taching around 3000rpms,i put it in second and there was no change, i think it was staying in 2nd but i pulled over, put the car in 1st and started going, i shifted into second (not hard) felt fine...then i shifted into third at around 2200rpms and it" jumped" a little, whats wrong with the transmission? its a th350
 
there is one bolt holding the modulator in place and it's on the passenger side of the transmission just above the pan. If it is bad there is usually transmission oil in the vacuum line when you take the line off the modulator. If there is no transmission fluid in the line check the line to make sure the valve is getting vacuum
 
There is also a governor under the tin side cover, if it gets gunked up, it could cause issues like you describe as well. Wouldn't hurt to remove it and clean it (brake clean will do), make sure the weights arent stuck. The cover for it is the one that buldges out, and should have a wire looking retainer.
