Twisted seatbelt

The seatbelt in my 78 Malibu is twisted in the sliding tongue connector. It is badly jammed and as I work at it I can see a little rust on the belt so apparently the metal bar controlling the tension in it (slide under) is rusted in the back, probably why it won't budge. The bar itself moves with a little WD40 applied. Any ideas on how I can get this thing loose? I have worked and worked at it and it will not budge. I really don't want to have to replace it if I don't have to.
 
No one has any ideas??? I am wondering if it would behave better in the cold? Going to get some dry silicone lube and try it.
 
is there not a pin on the mechanism that when pushed it releases the belt?.. I seem to remember years ago I had this problem and I released the belt by sliding a pin down
