any advice on a good battery charger. one that will charge a car and marine battery without over charging it.

How much do you want to spend? Lol
These are running just under $50 on Amazon, which I have..
Pro/con to this, if it sense a draw over a prolonged period it thinks there's a bad battery and shuts downs.. so if battery develops a dead short that's good, if you have like a phone charger in its bad.

Little more work on setup.. this is entry level AC/DC converter charger used on RVs both to maintain batteries on provide 12V power. They go over 100A 12V capacity.

It basically runs like a smart alternator. I'd Chop the ends of a cheap 8/6ga jumper cable set and leave it, I'd probably had a 12V gauge as well.

I have bigger version for charging/maintaining 3-4 group battery packs on my Freightliner

Check into NOCO or CTEK. Those are the only two I'd buy with "smart" technology.

Although, the Deltran Battery Tender Jrs I have each hooked up to the Camaros have been doing their jobs well for well over 12 years. No issues. (Just don't bother with the full sized Battery Tenders)
