My experience has been the opposite. When it was open too far it would start and die. I closed it up to 1/8, maybe a lil less and one pump above 0* (two below 0) and I'm off.Fuel filter? The front can is the choke pull-off. You adjust the air flap gap by the screw. If it runs then quits open it a bit. If it runs and chugs close it.
