if the clip was broke I bet the connection was bad or intermittent
 
Fuel filter? The front can is the choke pull-off. You adjust the air flap gap by the screw. If it runs then quits open it a bit. If it runs and chugs close it.
 
I do have an issue with choke adjustment. My secondary pull off wasn't operating properly and my primary pull off wasn't even contacting the arm for the choke. It was bent. Now that I have things moving in the right direction I need to adjust the choke rod and go from there.

My experience has been the opposite. When it was open too far it would start and die. I closed it up to 1/8, maybe a lil less and one pump above 0* (two below 0) and I'm off.

Either way, start at 1/8 when you manually squeeze the pulloff closed with your fingers and go from there. Use a drill bit for accuracy.
