It looks like a clock or something, I ask because my Regal just has a blank piece of metal there with some black lines going in a circle..

Yea thats a clock but it doesnt work. Probably just a fuse I need to replace. It doesn't have the black rallies anymore. I bent one and had to get another from a junkyard so I took the paint off. Might paint them back, depending on what color I paint my car.
