try and find out what gears you have..factory could be anything that was an option for the car..this link has the possabilities

we are making a good guess as to what your issue is but i think its the gearing as your car sounds like its a decent runner..my cars have the same issue..one has a 2.41 one wheel peel and the keeper has hwy gears too not sure what ratio but it doesnt go into 3rd till im doing 100k when im on the pedal hard..lol so im thinking pretty low but its a posi, i will look for a set of 3.43s since im running a 3 spd. it will make a big difference 8) ..the tag in your trunk has all the codes but im not smart enough to figure them out as far as gearing goes..lol
 
That Regal is clean!

If you want to keep it simple, 3.73's and a 200-4R. No way I'd do gearing with a 3 speed trans if you plan to get on the expressway

You could always go with a bigger Olds engine too. I've seen a few 350's, 403's and 455's in the area lately...mainly in Indiana and the south burbs.

This is the issue. If you put 3.73 gears in that car you will burn rubber no problem. The Regal I had with a 350 SBC would not burn rubber either due to the crappy rear gears. BTW, if you choose to change your engine it would be cheaper / easier to drop a small block olds into your car considering that you already have a 307 in there now. A 403 would drop right in and have enough torque to smoke your tires even with the crappy rear gear ratio.

i have been on craigslist in our area and only seen one olds 350 no 403 or 455
 
Super hard to find olds power plants out here. I've been looking for a 455 with no luck only chubby engines. And I look everyday.
 
Man, if I didn't live so far away that first link for the 403 would probably be on my engine stand already.
 
I think I will try a 3.42 or a 3.73 ring and pinion on my olds 307 my buddy who has a track car said that will help out a lot.
