350 tbi rough idle no power

I believe they use a strap from the block to the frame, pull I wanna say there is a ground from the intake(on the neck for the upper radiator hose) that goes directly to the battery. Or at least the TBI that I owned had one.
 
Yeah there is a ground right next to the water spout. I took it off and cleaned it and the part of the manifold it sits on. As for the one that goes to the head to firewall theres not one. I know where its supposed to be but its not there so that's the one I made. I haven't seen a ground from block to frame either I guess il have to make one of those tomorrow. As for a short can I go about it by hooking up the amp meter in between the battery cable and terminal and start pullin fuses? Or am I wasting my time thinking its a short?
 
So todays update on it I checked the voltage on the the tps its a .56 volts at idle then about 4.9 at wot.
I unplugged the 02 sensor nothing really seemed to change that I noticed.
The vacuum hoses for the egr valve and vapor canister were swapped. I used our 94 Silverado as a reference and put them in the correct place.
Yesterday I replacde the ecm behind the glove box with a new one from autozone.
I unplugged the map sensors vacuum and plug while running and it just stalls.
Heres where I got a change. A small change but a change. The idle air control I unplugged there was no change so I swapped it for the one that was in the caprice it still ran bad but it didn't seem as bad ( or this could all be in my head) it seemed to run a tiny bit better if at all but I don't think the one in the caprice is good either as well we never got that thing running. But im thinking maybe if I had a good one this could fix it.
Im not sure how to test these what I did is pull it out but left the plug in so I could see the plunger. I turned the key on but I never saw the plunger move is this normal?
If so im gonna buy an o2 sensor and iac and see if it runs better. Im out of money and ideas but I hope this isn't an electrical problem.
Oh and I almost forgot there is a plug close to the water spout for the thermostat that I thought was temp gauge but when I unplug it idles up a tiny bit
 
Ive now changed the est and coolant temp sensor to no change.
But now the check engine light is off i must be getting somewhere right?
Also the plunger inside the IAC should i be able to move that by hand or is it supposed to be solid? Cuz i cant move it
 
I didnt make everyone mad did i? If i did i didnt mean too.
After all these sensor changes its still throwing all the same codes im not getting anywhere and ive spent all last weeks paycheck.
Is it possible i have a bad connection to the ecm like a hot or ground or somthing maybe shorting out somewhere? Plz help me
 
Thanks for the advice but im gonna pass. Im just gonna put a quadrajet and hei on it and call it quits
 
:arrow: ok lets see it. I have the same engine on my caddy so I might have to do this one day been waiting to see what all it requires
 
I thought the one in our Silverado was the same but its different. I bought this one new from autozone and it was tested before I left the store to pass. This distributor has been wondering me though im gonna take a pic of it and maybe you guys can tell me if it is supposed to look like this il be back in 5 min
