Seems like one of are club members built a 400 and welded up the holes and has been racing it for a few years with no problems. 😎

Maybe so but I don't know why you would spend the time to heat up a cast iron block just to weld up some steam holes when you can just drill 6 holes in each head in a matter of minutes and keep it as GM originally designed the steam holes to work.
 
He's also running a Internal balanced crank so he can run a 350 flywheel and balance. 😎
