403 Olds CCC Swap Gone Wrong

Car is a 1983. Carb was setup by SMI to use with a 403 with my cam and engine specs.

I posted up 18 inches of vacuum, taken at high idle from choke. Is this enough or what should I be looking for and at what RPM?

Do you know exactly what SMI did to your carb? Get a vacuum reading at curb idle once the engine's warmed up.

What vacuum am I looking for?

SMI did a stage II package on it.

•Main jet and metering rods selected for clean cruise mixture and strong part throttle response and acceleration.
•Secondary metering rods and hanger selected and high speed air bleeds resized for maxium full throttle horsepower and torque.

Just hook a vacuum gauge up to any manifold vacuum source and get a reading at idle.
 
Yea, wanting to know what reading i am looking for? how many inches is good.

If you want to reprogram a chip you will need a CCC system from an '88 VINY Cutlass.
My suggestion is to find an ECM from an '83 Hurst Olds, they are the most desirable ECM's and have the richest mixture out of any GM produced and are sought after by the Camaro guys from what I've seen.
'83 VIN9 ECM's are not easy to come by since everyone tosses them when parting these cars out... BPA is the PROM code.
I have an NOS GM BPA PROM if interested, never installed...

These CCC systems are very touchy and can be mysterious sometimes.
One thing I just encountered with my '85 442 a few weeks ago was a bad prom and it had rough starts and wanted to die all the time.
It was messing with the RVB and EGR by cycling them on and off all the time.
The car sounded like it was excessively knocking during startup like I had thrown a rod, it was that bad...
It was not throwing any codes either which had me very confused as to what the problem was.
I had to disconnect the EGR solenoid block which also controls the RVB and had to bypass the solenoid by hooking up the RVB to the back of the carb and EGR to the ported vacuum just like earlier setups to fix the issue temporarily.
I just installed a used Hypertech chip and it solved the issues and runs better than ever especially with the additional advance it gives at WOT.
I have an NOS one of those lying around too, always good to have spare parts with these CCC systems.
I've been buying GM/Delco sensors whenever I can over the past 2 years, much of this stuff is better than the aftermarket stuff, especially the O2 sensors.
I have heard people having issues with Bocsh O2 sensors causing rough idle as well.
Use GM when you can...

Anything in the upper teens should be good I think.
 
Well, pulled the carb and swapped the MC solenoid with a proper GM working one and there was no change.

Also, hooked up the vacuum gauge again and it was 15 dropping to 12 after proper warm up and idling.

I think I am going to give up and install Holley and HEI.
