If you're looking at dropping that kind of cash, I say shop around, you'll find a much better deal.... how does 700hp/720 tq sound?

I'm positive you could even do better than this. You should be able to get up to the 800 hp mark for 12 grand (thinking along the lines of finding a reputable local builder). I imagine if you built it yourself you could reach over 1,000 hp monster for 12 grand (on the spray). If you want around 400 hp then you need an LS type engine or you're wasting time and money.
Edit: just read your budget is 18 grand for now. You need an entire driving vehicle for that much or you will be disappointed. Ask a local place how much they'd charge for the same engine you found (bring in the specs, don't tell them how much the engine was going for). Build it there, I think it'd be around 6-8 grand for a full drop in 454 with that kind of power. Buy a new 2004r to handle it (for about 3,000$) and a ford 9" rear end (in a kit) for a g body (2500$). Have a mechanic install it all and that should give you another 5 grand at least on your budget.
With 5 grand you can have all the body work and paint and interior done. Or you could buy expensive rims and tires and suspension.
