Any regular super turbo muffler should fit the bill, like a dynomax. You don't necessarily need to spend the money on stainless Magnaflows. X pipe will raise the pitch of the exhaust.

don't want to raise pitch, like it low its just extremely loud

Fiberglass in and of itself isn't terribly hard, you just gotta take your time but be quick enough to get it done before it hardens. Also what a member by the name of Blake442 did was take some tin from the home store and riveted into place and made an indent for the valve cover and painted it black. looked factory. Some strong clear epoxy would work to to hold the patch.

Might try an H pipe then, just a tube from one side to another.

an H pipe will lower the pitch, I have magnaflow chambered that are not too loud until you step on it

and since your neighbors hate you cause of the noise why not go door knocking to take donations from your neighbors explaining to them you plan to buy a quieter exhaust system with the donations....🙂

Heres my 71 SBB with dynomax super turbos. Its the one revving at the start as it pulls into stage. Its just dual exhaust, no H-pipes or anything. Magnaflow is a good product, but why pay extra for the stainless steel?

I've had super turbo's on most of my cars, and they are quiet till you step on it. The flowmaster 40's are definitely an in your face type of sound.

The buick is all stock, complete with exh manifolds. Only upgrades are aluminum intake and a holley carb. I drove that car everywhere, and it was nice and quiet. 2.73 rear gear, and highway cruising was the perfect RPM for low noise.

P.S.
For comparison, the monte on the left is 100% stock and original. You can barely hear that exhaust, and the buick is only a bit louder at WOT.
